Rhode Island – KNOW about the Environment

Rhode Island currently has twelve sites listed on the National Priorities List (NPL). The Environmental Protection Agency (EPA) assesses each site on the NPL and a course of action is decided. The EPA’s goal is to control and contain human exposure to harmful contaminants at the locations listed on the NPL. The EPA decides the best remedial solution to control the contamination problems, and then constructs the necessary resources. After the construction of the final remedial measures, the EPA continues to test the various sites to ensure that the contamination is under control and the applied corrective measures are effective. The following locations are currently listed on the NPL and currently have an unsafe or undetermined level of human exposure to contaminants and of containment of contaminated gas or groundwater.

The Centredale Manor Restoration Project (North Providence, RI) is a current environmental hazard. The site has polluted the Woonasquatucket River with dioxin and other contaminants, making the river unsafe for both swimming and fishing. Given the recreation areas located on the river and the appeal of its public use during the hot summer months, the unsafe level of human exposure is a concern. The pollution has been addressed, as fences have been built to restrict highly contaminated areas and signs warn the public of the dangers of the Woonasquatucket Rivers. Soil caps have been placed in several areas to prevent to the spread of contaminated sentiment further downstream.

The site’s cleanup was placed on the National Priorities List in 2000. The EPA (U.S. Environmental Protection Agency) has recently tested the level of contamination caused by the Centredale Manor Restoration Project and proposed a new cleanup plan to eliminate the determined health hazards. The new cleanup plan proposal is currently in its public comment period. The new plan adheres to updated contamination and dioxin safety levels. If passed, these new safety standards could feasibly cost an additional $3.5million-$20million compared to the costs of previously proposed cleanup measures.

Landfill & Resource Recovery, Inc (North Smithfield, RI) is currently highlighted by the EPA as a site containing an underdetermined level of human exposure to contaminants.  The site has been listed on the National Priorities List since 1983 and has undergone construction to address the hazard it presents. The remedy selected for the site was the closing of the landfill, the installation of a landfill cover, the destruction of the harmful gases, as well as the construction of a fence to prevent human exposure to areas deemed hazardous. The implementation of these response measures was completed in 1997. However, the site has not been removed from the NPL, for the effectiveness of these response actions in controlling gas migration from Landfill & Resource Recovery, Inc. is still in the process of being measured.

Peterson/Puritan, Inc. (Cumberland, RI) has been on the NPL since 1983. The site is currently categorized by the EPA as not having the current exposure to contaminants under control. The site currently has an unsafe level of soil and debris contaminated with heavy metals and polycyclic aromatic hydrocarbons (PAHs). The site has had to deal with the problem of trespassers, which the EPA has addressed in recent years by constructing a new fence around the location and collaborating with local law enforcement to help improve the site’s security. Nevertheless, past-implemented measures have been determined to be ineffective and the EPA is still deciding the best remedial measures to be taken with Peterson/Puritan, Inc.
